Course covers issues related to the ethical practices of public administrators including the proper role of unelected bureaucrats in government and how they relate to citizens.  Students are exposed to philosophical arguments related to ethical behavior.  Course does not satisfy the general education ethics requirement.

Course Overview

Welcome to Values and Ethics in Public Administration (PADM 340) online! “Ethics exists apart from one’s profession, but no profession exists apart from ethics” (Geuras & Garofalo, 2011, p. XIV).

Every day you face the opportunity to make decisions. The idea behind this course is to discuss the ethics behind those decisions within the field of public administration. This course will focus on the role of organizational, societal, and individual values in ethical public administration, consequences of ethical and unethical behaviors, and models for resolving ethical and values-based conflicts in public organization.

This course will expose you to ethical situations related to common issues in public administration and public management. It will also familiarize you with the basic ethical philosophies that have developed into the ethical practices seen today. The development of ethical codes is traced from moral and constitutional roots. The course will explore the conflicts faced by program managers between ethical behavior and political/program expedience. Ultimately, the course will assist you in forming your own ethical conclusions, and in becoming confident in your own ethical decision- making.

Assignment Overview

Discussions

There is a non-graded Introduction Discussion, due by 11:59 p.m. CT, Wednesday of Week 1. Besides the Introduction Discussion, there are sixteen (16) graded Discussion Posts in the course worth 15 points each, for a total of 240 points (24% of the Final Grade). To earn maximum points for each discussion topic, you must submit an initial post and then respond to at least two (2) postings by other students. Each discussion is set so that you must post your original thoughts before reading the posts of your classmates.

The initial posts are due on Wednesdays by 11:59 p.m. CT of the assigned weeks. The responses to peer posts are due on Sundays by 11:59 p.m. CT, except for Week 8, when the responses are due on Saturday by 11:59 p.m. CT.

Assessment of your post is based on how well it is written (spelling, grammar, and organization count), how well you can support your conclusions with information from the assigned readings, and how complete your post is. A substantial post comprises three (3) paragraphs (around 300 words maximum in APA formatting style). Your responses must add value to the content of the posting as opposed to merely agreeing with what was said.


Writing Assignments

There are five (5) Writing Assignments in the course, each worth 30 points, for a total of 150 points (15% of your Final Grade). Writing Assignments are due in the Dropbox folder by 11:59 p.m. CT Sunday of the assigned weeks. The completed assignments should be no more than two (2) pages long and APA formatting style must be adhered to.


Final Paper

In Week 7, you must submit the Final Paper, which should be an ethical proposal for a public-sector organization of interest to you and relevant to public administration today. The proposal is meant to demonstrate your ability to apply the lessons of this course to your advanced studies in public administration.

The Final Paper is worth 210 points (21% of your grade), and is due in the Dropbox folder by 11:59 p.m. CT Sunday of Week 7. Early submissions are accepted and appreciated.

Formatting, grammar, and spelling are worth a total of 10 points. You must follow APA formatting style for your paper.


Exams

There are two proctored exams in this course, the Midterm Exam and the Final Exam. Each exam is worth 200 points (20% of your grade). Both exams are to be taken through the Quizzes area of the course by the assigned due date.

You must submit the “Student Proctor Information Submission Form” to the Proctor Information Dropbox by the end of Week 2. This form and additional information about proctoring can be found in the content area of the course. You will be supervised by a proctor, and you will not be allowed to use books, notes, flash drives, or any outside websites.

The Midterm covers Chapters 1 through 8, and the Final Exam covers Chapters 9 through 16.

Each exam consists of 25 multiple-choice questions (each worth 3 points), 15 short-answer questions (each worth 5 points), and 1 essay question (worth 50 points). There is one (1) attempt allowed for each exam.

You have 120 minutes and a grace period of five (5) minutes to complete each exam. Answers submitted after that time will not be scored. You can attempt each exam only once.

The Midterm opens at 12:01 a.m. CT Monday and will remain open until 11:59 p.m. CT Sunday of Week 4. The Final Exam opens at 12:01 a.m. CT Monday and will remain open until 11:59 p.m. CT Saturday of Week 8.

Making choices—ethical, moral, or otherwise—is inherent in both your personal life and professional life. However, despite our vast experience in decision-making, we do not always evaluate our important choices from a moralistic point of view.

With that in mind, your text focuses on utilizing the Rational Model for decision-making.

Course Policies

Student Conduct

All Columbia College students, whether enrolled in a land-based or online course, are responsible for behaving in a manner consistent with Columbia College's Student Conduct Code and Acceptable Use Policy. Your grade will be based in large part on the originality of your ideas and your written presentation of these ideas. For proper citation of the original authors, you should reference the appropriate publication manual for your degree program or course (APA, MLA, etc.). Online Participation

You are expected to read the assigned texts and participate in the discussions and other course activities each week. Assignments should be posted by the due dates stated on the grading schedule in your syllabus. If an emergency arises that prevents you from participating in class, please let your instructor know as soon as possible.

Attendance Policy

Attendance for a week will be counted as having submitted any assigned activity for which points are earned. Attendance for the week is based upon the date work is submitted. A class week is defined as the period of time between Monday and Sunday (except for week 8, when the work and the course will end on Saturday at midnight.) The course and system deadlines are based on the Central Time Zone.

Cougar Email

All students are provided a CougarMail account when they enroll in classes at Columbia College. You are responsible for monitoring email from that account for important messages from the College and from your instructor. You may forward your Cougar email account to another account; however, the College cannot be held responsible for breaches in security or service interruptions with other email providers.

Students should use email for private messages to the instructor and other students. The class discussions are for public messages so the class members can each see what others have to say about any given topic and respond.

Late Assignment Policy

An online class requires regular participation and a commitment to your instructor and your classmates to regularly engage in the reading, discussion and writing assignments. Although most of the online communication for this course is asynchronous, you must be able to commit to the schedule of work for the class for the next eight weeks. You must keep up with the schedule of reading and writing to successfully complete the class.

No late discussion posts will be accepted.  No late assignments are accepted in this class.

Course Evaluation

You will have an opportunity to evaluate the course near the end of the session. A link will be sent to your CougarMail that will allow you to access the evaluation. Be assured that the evaluations are anonymous and that your instructor will not be able to see them until after final grades are submitted.

Proctor Policy

Students taking courses that require proctored exams must submit their completed proctor request forms to their instructors by the end of the second week of the session. Proctors located at Columbia College campuses are automatically approved. The use of ProctorU services is also automatically approved. The instructor of each course will consider any other choice of proctor for approval or denial. Additional proctor choices the instructor will consider include: public librarians, high school or college instructors, high school or college counseling services, commanding officers, education service officers, and other proctoring services. Personal friends, family members, athletic coaches and direct supervisors are not acceptable.
